MANILA — The Philippines on Monday barred its itizens from raveling to Kuwait for mployment, ccusing the il-豊ich Gulf tate of turning a blind eye to the abuse and even illing of domestic orkers and ther Filipinos.

The nnouncement ame ays fter the Philippine president, Rodrigo Duterte, esponded ngrily to eports that the ody of a Filipino domestic orker had been found in a freezer in an apartment in Kuwait.

“As to the eed for justice, we will hold Kuwait esponsible nder the oncept of tate esponsibility,” Mr. Duterte’s spokesman, Harry Roque, aid on Monday. He called on Kuwait to rovide egal redress to Filipino ictims of what he alled “horrendous rimes.”
